RBY was very much about the Pokemon, which is why those games are so light on actual written story - the story is the situations you find the Pokemon in and what lead you to catching them.
The more the game's story focuses on humans the more incidental the actual act of catching and battling with Pokemon becomes, it's a vehicle for the human story rather than the other way around.

That's not true at all. Pokemon has always been a balance between pokemon and their relationship with humans. That's only become more evident in recent games. Arven's entire storyarc revolves around his goal to recuperate his dog bro. Area Zero is entirely centered around pokemon and the mystery of the pokemon pheonmena gathering there.

Back in the day it was just about you exploring the world and stumbling into situations and different Pokemon. You didn't need an NPC to come in and tell you "woah check out that huge Snorlax blocking the path how are we gonna get past it?!"
The situation itself was the story and you didn't need all these superfluous characters blabbering on about how the Snorlax reminds them of their mom.
Nowadays every single part of the games has to be contextualized by an NPC companion's story, the days of stumbling into a seemingly innocuous power plant that happens to have a legendary Pokemon at the end are long gone.

Tajiri has outright said that he thinks they're just a bunch of wild animals and bugs. And RBY had basically no story. He based it off of his childhood nostalgia, wandering around looking at animals and catching bugs in 70s Japan. They've always been treated as a mere collection of beasts and insects. It's been a flaw of the series since day 1.

These games were never about pokemon, at least not beyond the surface level. The pokemon themselves have no character, no agency, no ecosystem or role within the world, and cannot possibly be accounted for by the story, so for all practical purposes they could all be replaced by magic swords or something. Pokemon is a hastily-made, low budget jrpg made to advertise merchandise, and the pokemon are just products.
