Bara Privilege, its part the reason why Feraligatr is the only Johto starter allowed to not be a complete and utter failture (also the other two where intentionally kneecapped to make CHARIZARD, TPC's favorite, and Venusaur, Game Freak's favorite, look stronger, though the Johto Penalty is why Feraligatr has ever been allowed to be good in VEEGEECEE.

I think it’s weird to give some starters competitive tools. Starters are used on almost every in game team, so competitive abilities and to a lesser extent moves should be reserved for other Pokémon that otherwise get less usage.
