It's mostly westerners, and it was less that they "overthought" it and more that they got confused by western marketing tossing the word around constantly. In Japan it was rarely used outside of the anime having Satoshi saying it was his ultimate goal.

They changed his goal mid way through the series. His original goal was to become the GREATEST Pokemon Master, which is an important difference because it meant that there were other Pokemon masters. And a Pokemon master wasn’t something only Ash came up with as there were plenty of other characters that said they were going to become Pokemon masters and even those that didn’t want to become one made it clear that they knew what one was when Ash was talking about it. Then in later series no one except Ash wants to be one and now he only wants to be a Pokemon master instead of the greatest because everyone else just forgot what that is.
