Because Eevee itself is the shillmon now ever since the Project Eevee merchandising campaign blew up enough that GameFreak chose to make Eevee the co-star of Let's Go, and thus new evolutions would result in cannibalization when Eevee has a current perfect harmony with its eight evolutions.
