Game Freak have staffers in TPC (not Masuda, people still listed as GF employees) who's job it is is to tell TPC how to present the creatures Game Freak creates for THEIR kiddy game series. TPC is a marketing department, created to let Game Freak and Nintendo concentrate on their stated purposes of making video games.
