So why is it that you need a silph scope to see ghosts in kanto but people can see them just fine in the other regions? Are kanto ghosts just super shy?

You needed the Silph Scope to see a ghost, not a Ghost-type Pokemon. The thing in Lavender Town was a spirit.

Would you genuinely want to do the ghost runaround in every single generation?
Imagine if you still had to Pokeflute every single wild Snorlax even all the way to Scarlet.

You can see them just fine. Whjhat the Silph Scope was necessary for was distinguishing between the Ghost-type Pokemon and the real ghosts like Marowak.

Part of Pokémon’s mistake was ignoring its own lore and word building beyond gen 1. so, yes, make getting scopes a quest in whatever game or maybe finding a Pokéflute recording to play on a walkman to capture le hecken plushbait.

It could be fun and add to a player’s understanding of a fictional place as “real.” Gamefreak is full of hacks, however.

It didn't ignore it, it retconned it, like any franchise that becomes bigger than expected ends up having to do.
