Power Gem will be cut next gen.
They will replace it with "Strong Gem" which has 75% accuracy, 80 base power and deals 20% recoil damage (5PP).

Things like shared exp and exp candies have pretty much eliminated the struggle of raising Magikarp in modern games. Getting to level 20 has gotten progressively easier, especially these days, and it's never not worth it to quickly get access to such a strong Pokemon like Gyarados early on.
