You always need to do Brock and Misty cause they're the only gym leaders with an arbitrary gate tied to them in Gen 1, then you need Koga to get to Cinnabar.
I was gonna say you need either Surge or Erika to either fly back to Pallet town or use Strength to get through Seafoam Islands, but I guess technically there's nothing stopping you from backtracking all the way back to Pallet on foot.
