it has nothing to do with laziness, its management not giving devs enough time to do shit and produce the bare minimum at best

it's been on record that the heads of game freak want the studio's culture to have that "indie feel" in regards to management, whatever the fuck that means. shitty management makes shitty games, more news at 11.
