The issue is in Pokemon you have nearly universal control over the hand you're dealt before the battle starts. It's up to you to select your team and search out the Pokemon, the only restriction is if a trade is needed and you're playing solo. So this applies to the main games at the very least; if you're bitching a fight is hard change up your team, you have total control of your hand.
Once we get into competitive things get murkier. Since the universality is now a given, there's a spirit of competition and sportsmanship to uphold. The VGC limits legendary Pokemon and mythicals most years, Smogon goes about its bans for the sake of balance. In a way, choosing to play in those metas also means you have to deal with the cards you're given and genuinely engage with the game they've set up instead of complaining about not being allowed to do X or that Y is too strong.
In short, he's basically right, but it's a very broad statement that can't be applied universally.
