Croconaw can Rage boost against it and just kill it, while Quilava has better up front damage, and a solid chance of burning it, to play a better support role for the rest of the team. It's not much better than Bayleaf, but is marginally so.
Bayleaf can't take down Miltank through one Reflect, Reflect won't save it from Rollouts 4 and 5, then Reflect wears off, and now you have done pitiful damage and have to use the rest of your team against a basically healthy miltank.
Also literally just catch a geodude, holy fuck why the fuck are people still struggling against this?
