You can tell a Mexican or Brazilian made this map. In reality, all post gen 4 regions are based on first world countries that get a lot of Japanese tourism. So based on that, Germany, Italy, or Australia seem the most likely.

I don't see Thailand and Costa Rica as impossible.
Bangkok was featured in Mario Kart Tour, and Costa rica is functional by Central America standards, is a good tourist destination and was the place were Jurasic Park was set in.
Chile isn't that crazy either.
They have more chances than Israel or Ukraine for sure.
