Arceus releasing just two months after BDSP (where the franchise usually only releases one game a year), releasing outside of the prime holiday season whereas BDSP was released in it, being a single version whereas BDSP was the standard two versions, and who knows, while many people were probably excited for it being experimental, I wouldn't be surprised if some people thought it was too similar to BDSP - the game had a lot going against it, but it still sold/is selling as almost as well as BDSP. That's an accomplishment.
If Arceus were the only game of its year, I don't find it hard to believe it would sell better.
