That's why we get things like galactic grunts stealing honey or Dawn's pokedex, aqua grunts stealing some random wingull, plasma grunts wanting musharna"s dream mist etc
Not really a plot issue since they're still pretty much converted criminals every time, i guess the bad guys needed to be unambiguously bad each time but still, i kind of wish we got teams that really only do things directly related to their goal
