miltank's stats are very high for the third gym. it was designed as a female kentauros, which is fine, but the early generations, kentauros isn't available in the wild until the fifth gym, and is still hard to find.
such a pokemon showing up in the third gym is a big difficulty spike, especially when the pokemon available to you have low BST by comparison.
Akane isn't badly designed because of this. you can trade for a fighting type nearby, evolve an early route nyoromo into a nyorobon with a water stone(mystery gift, so it is possible), or you can teach an ootachi the elemental punches. Ice Punch can freeze, Fire Punch can burn and reduce ATK for rollout, and Thunder Punch can inflict paralysis and reduce speed.
if all of this fails, you have multiple options to spam accuracy reduction and/or evasion boosting moves.
the real problem with this gym is the Pipi using random moves. bad luck can ruin an attempt if you lack the team variety to get around an unlucky instant kill, status condition, or otherwise unfortunate result.
