Blue doesn't have any starters in Stadium 1 either if you don't use a GB card. It's just a way to avoid confirming a canon starter.

Blue in RB has a generic stand-in for every starter on his team which he'll swap out depending on which starter he has (Arcanine becomes Charizard, Exeggutor becomes Venusaur and Gyarados becomes Blastoise)
In GSC since he has no starters he uses all the stand-ins, but otherwise it's the same team as in RB.
The funny thing is that in HGSS they actually changed his Alakazam out for a Machamp, despite him still having an Alakazam in FRLG... ruined...

This has never been the case and I don't know why you retards keep pushing this. He uses the mascot of the franchise and the five pokemon players can obtain without catching random pokemon, being those the starters, the sleeping Snorlax, the gift Eevee and in HGSS the gift Lapras.

You get the three starters in any savefile as long you trade.

But the random pokemon don't matter and are never used by him, he only uses the ones YOU encounter. You can pick Bulbasaur, Charmander and Squirtle, so which starter should your avatar have when he returns as an NPC? The three of them, that way everyone can feel represented by the NPC version. It's that simple.
