I think the earliest high-quality, completed fangame I remember was Pokemon Raptor, but I have no doubt there were earlier examples.

Literally only the difficulty hacks.
Original games suffer from edgyness, horrible level scaling, and awful writing.
I recently played a pokemon essentials game, considered one of the best, and it falls apart in the second half. Had some interesting ideas, but I dropped it.
