However, to be honest, there are plenty of things in the series that are contradictory and don't make sense, such as people eating Pokémon as you mentioned. Personally, I don't consider Pokédex Entries to be canon because then things stop making sense very quickly.
For the games, it seems most Pokémon are smarter than IRL animals, but likely not as much as humans. Wild Pokémon seem to either prefer a more primitive lifestyle or actively seek humans to be their Trainer.
For the anime, it seems clearer. It appears most if not all Pokémon have human intelligence. They can understand humans and other Pokémon, but humans can't understand Pokémon language. We have Team Rocket's Meowth, who can talk simply because he spent a lot of time learning how to speak, and he can translate what other Pokémon say.
