All other Gen 1 Pokemon have something noteworthy. Jynx and Hypno are widely disliked, but their very weirdness is bound to appeal to people who like weird shit. Lickitung is weak and difficult to come across, but its design is distinct and memorable. Farfetch'd is a shitmon, but one that people like for its gusto. Dodrio is bizarre but monster like, and serves as a better variant of Fearow or Pidgeotto.
Seel is just so plain. It's an uncommon Pokemon, so a good chunk of players wont even get to encounter it. It's not particularly ugly, but also not cute or cool. It's naturally outdone by its evolution, who it itself is outdone by Lapras (which is given to the player at a mandatory part of the game). It's not worthy of hatred, and it wont have the support of contrarians. It's the most cut-able part of the Gen 1 dex by far, and the least likely to ever be picked as a favorite.
