OP wants pokemon to look like the 90s. i get it i miss the aesthetic too. if i could get by with a flip phone, i would, but everything needs a fucking app these days.
pokemon has always been futuristic. Colosseum fits the "rustic down to earth" vibe the most out of the gen 3 games:

the only areas with people are places where water is prevalent
most of those areas are small settlements with low populations, and one of them is literally an ancient village built into a mountain
most people including the player tend to be practical as opposed to flashy, unless they're obscenely rich, because Orre's environment is extremely harsh
here's the issue: despite fitting the aesthetic OP wants the best, Colosseum has:
giant skyscraper construction
Wes's PDA with a fucking matrix wallpaper bc it was 2003 and the matrix was still cool
a machine that literally lets you steal pokemon with a pokeball cannon
a PORTABLE machine that lets you steal pokemon that you wear on your arm
Wes's fucking bike
machines that fuck with pokemon's emotions and turn them into shadow pokemon
computers with hologram screens even in Agate Village
even the gen 3 game that fits OP's desired look the best out of any game in the series has futuristic(for 2003) tech. the PDA was an evolution of the pokegear(and also the start menu) combined with a pokedex. it's no different than the phones in modern games, in terms of use, but damn does the PDA look cooler than talking rotom every three seconds.
like i said OP i get wanting the gen 1 and 2 aesthetic back but calling it rustic and down to earth is plain wrong lmao
