New games with +20 speed don't count, Delcatty was fine in Gen III with the lower stats, I will defend this.
Second, Delcatty was the start of a new paradigm for pokemon in general beyond just "battling." Gen III introduced contests and brought forth a new form of training and pokemon care: building a pokemon to win contests and get ribbons/paintings instead of fighting and getting into the hall of fame.
Contests are Delcatty's strong point, and the philosophy of Delcatty as a pokemon was structured around winning contests, which Delcatty is quite good at. Instead of good battle stats, Delcatty has a diverse moveset pool which allows various different "contests builds" and combos. If you look at Gen III contest combos and moves for the various conditions a pokemon could have, Delcatty can hit top tier in all of them.
This was a heavily pushed shift at the time, which is very evident in the pokemon manga where Ruby focused on contests instead of battles, and even disliked battles at first. Even in the show, May and others focused on collecting contest ribbons instead of badges.
Delcatty is good at what it was designed for, so stop insulting Delcatty for not being top tier in something it wasn't designed for.
It even says in it's pokedex entry it AVOIDS battles
