They wanted to try and create a VGC meta where speed creep didn't dominate, but then said "fuck this" and introduced a bunch of absurdly fast Ultra Beasts, made the Tapus meta defining and brought back a bunch of faster older Pokemon anyway.

It's supposed to be the Vic Viper, which is really slow before you get a bunch of speed power-ups. That's why it also learns Agility.
This doesn't translate well to Pokemon at all.

Agility makes more sense than Speed Boost. Powerups aren't something you just get automatically. You have to go out of your way to pick them up, just like how you have to go out of your way to use a speed-boosting move.

True, but you could also make the argument that 9/10 in Gradius you get nothing but speed power-ups until you get your desired speed, and it’s not like you’re not moving around and shooting whole you do so, so it’d make sense for Vikavolt to speed up automatically.
