Well she was known as a bitch back in the days of Pokemania because her psychic team was a bit of a pain in G1 :)
Arguably, her dominatrix appearance reflected that well.
Personally, I prefer the redesign while appreciating that the original was like many things in G1 a more "savage" version. Many trainer had whips, actually but they all but disappeared as early as Gen2

The top one looks like a Team Rocket design. No wonder the member portrayed her as a Team Rocket member.
I just realized that her hair got ruined since FRLG.
It's GSC (would be perfect with a whip) > RBY > LGPE (hairstyle is closest to the original) > FRLG > B2W2 evil queen (Nate is lucky) > HGSS

It was just assumed they would get modernized designs because that was the trend of everything
Nobody questioned it nor had they reason to because it wasn't abused like rebooted designs would become in the coming years entering the second obama term
