Paldea, Kitakami and the Terarium do not possess enough of a danger to Stantler's survival odds.
Future regions using a mix of both SV and Legends gameplay will likely allow Stantler to evolve vased on those harsh conditions, or GameFreak will shit out a new form of inventory bloat that "tricks" Stantler into unlocking its true potential so that it can evolve, even if the conditions aren't actually harsh enough.
