Of course that creature can be either gender without question, the name in Japanese is Barrierd. Western localization are the retarded ones, they did it thrice with this evolution. They LITERALLY realize it after gen2 and they STILL KEPT THE WHOLE "JR" AND FUCKING "MR" AGAIN IN GEN 8. THEY'RE FUCKING RETARDED

The localizers 100% knew it'd be weird if Pokemon gained genders in a future sequel, but the idea of this weird monster game from Japan getting a single in 1997 was laughable. Though they were pressured into some weird localization choices (Marill shouldve been the "Bubble Pokemon", but a misunderstanding resulted in literally translating "Polka dot")
