Bulk up is better than nothing, but he'd do much better with swords or shift gear. And no, jump kick (not high) but yellow is not a good electric coverage move. Just give him plasma fists already.
Also he's still stuck to a single ability, should change vital spirit to something actually useful like iron fist.
