You obviously need to complete the regional dex in Ruby and Sapphire, which is the standard.
Then you'd need to catch every available Pokemon in FireRed and LeafGreen including Sevii Islands stuff - you can skip out on Alakazam, Seaking, Gyarados, Golem, Crobat, Tentacruel, Machamp, Magneton, Electrode, Vileplume, Dodrio, Muk, Weezing, Sandslash, Rhyhorn, Wigglytuff, Ninetales, Pikachu, Golduck and Kingdra since those are already covered in the RS regional dex - this cuts down the Kanto mons to 107, so it's not as bad as if you were completing the Kanto dex from scratch.
There are 25 Johto mons to catch in the post-game with the Sevii Islands, some of them have evolutions, but you should really hold off until you transfer them to Ruby and Sapphire.
You can also ignore Slugma, Marill, Remoraid, Wobbuffett, Heracross, Skarmory and Phanpy since they're already in RS, which brings the total down to 18.
In total you'd need to catch 125 Pokemon (107 Kanto + 18 Johto) in FRLG, and that's assuming you wanna evolve everything in FRLG and then breed in RS later, I'm too lazy to do the math accounting for trading before evolving the Kanto mons.
You'll need to do FRLG post-game stuff for the Upgrade to evolve Porygon-2, but for the Magnet Coat for Steelix and Scizor just Thief from Magnemites in RS.
King's Rock you can farm with Pick-Up in RS.
Don't bother with the Legendary Beasts in FRLG.
Everything else is covered by Colosseum, you can just play the game normally catching every Pokemon (there's only like 50 and there's some overlap with the RS and FRLG dex already), you don't even need to play XD unless you REALLY want Lugia, though it's considered a mythical in Gen 3 and not required for Dex completion. You can also catch the Legendary Beasts super easily in this game.
So in total you have the regional Hoenn dex in RS, like 2/3rds of the Dex in FRLG and a normal playthrough of Colosseum.
Not that bad.
