Dragon the type, Dragon the breeding group, and Dragon the mythology category don't completely overlap.
Gyarados isn't dragon-type but is in breeding group dragon and is a cultural dragon. Aerodactyl isn't dragon-type or breeding group, but is culturally a dragon. Scraggy isn't a dragon type or culturally a dragon, but is in the dragon breeding group. Alolan Exeggutor is a dragon-type and is culturally a dragon, but isn't in the dragon breeding group (Flygon used to also be an example.)

It worked in RBY where he was 3 flying out of five. Just evolving the Dragonair and adding Charizard instead of Kingdra screwed the balance.

I'm not a faggot or anything but Lance is genuinely my favourite character in the series. He is strong, good-looking, has good morals, and fucking kills criminals on the spot without a second thought. He is basically the gigachad of the Pokémon universe. Stadium games don't seem reliable since it builds teams to be generallystrong instead of thematic. He uses Electabuzz, Snorlax, and Kangaskhan who are nowhere near dragons.
