youre overthinking, GameFreak dexited Wobbuffett because it was one of the only Johto Pokemon normies care about (due to its role in the Ashime). Johto was created to be KANTOOOOO's Backyard, so they dexited Wobbuffet to prevent it from outshining anything from KANTOOOOO.
