Team plasma is turned into team galactic/flare but without any motivation beyond wanting power and you don't even encounter the admins until 5 badges in(and they don't battle you until 6/7 badges in), the rival's personality is hating team plasma because they stole his generic forgettable sister's route 1 shitmon, and the gym leaders contribute nothing to the story other than cheren and maybe drayden. There were some interesting concepts like the old team plasma members, but they were barely touched. Even N, the poster child of gen 5's story, makes one brief monologue about a cave 5 badges in and then doesn't show up again until the end of the game. The only character who isn't a generic good guy or a generic bad guy is colress, which is probably why he's the only bw2 character people care about (other than Rosa, who's a literal no personality blank slate but is a female protagonist so she appeals to coomers)
