Yeah she was, they needed a trainer to have Squirtle so Sugimori came up with her.

Hau's only decent fight is the one before the Elite 4, and Gladion's one is better.

He's one of the worst examples of nuPokemon giving the rival a shit unfinished team throughout the story.
