Ice would make sense for Kyogre but not being ice type for it’s primal reversion only benefits it. Ice has no noticeable resistances to other types except itself. So Kyogre would have to worry about gaining neutral damage to a bunch of other types and a whole handful of new weaknesses like rock type moves. It will only benefit from STAB ice type attacks.
