Even with how fast BW was it was still slower than your average RPG cause of its obsessive need to show everything separately.
You can't just have an attack animation that deals damage.
First the game has to tell you the Pokemon's using the attack.
Then an animation of the Pokemon using the attack plays.
Then an animation of the opposing Pokemon getting hurt plays.
Then the HP bar has to deplete.
And then the game still feels the need to inform you if a move was super effective or a crit.
All of this for one single basic action.
This kind of fluff slows battles down to a crawl, and god forbid if you have some other special clauses the game has to remind you of before every single turn like leftovers, weather conditions, being poisoned or confused, etc.
