no trainers in Ruby & Sapphire. There is Mariela in Emerald who uses one, but that doesn't debunk anything as Emerald came out 2 years after RS

I think it's pretty good evidence that during early development it was never meant to be seen throughout the game, but when emerald came out GF realized nobody had a fucking clue what the missing spot in their pokedex was, so they added the extra trainer with a chimecho.

Chimecho is a bizarre part of the game
>not used by any trainers

>said room being one where you'll most likely not even realize there's tall grass because the only thing that happens there is one story event
I could understand if it was like Bagon or something, but this is way too much for what's effectively a shitmon.

Chimecho clearly exists for similar reasons to a lot of Gen 2s weak but incredibly rare mons, it's main purpose is to make filling out the dex a more difficult task.

Except Gen2 Pokemon were only like because they were created to be bland unlikable filler to prop up GenWun’s dex due to Johto being designed as KANTO’s backyard. The entire point of Gen3 was to make a real game that avoided Gen2’s glaring flaws, so Chimecho makes no sense.

That's not really true - the rare mons in Gen 2 are meant to justify the swarm mechanic (which is still present in Gen 3 even though the only Pokemon that can be in a swarm are... Surskit and Skitty lol)
It's something that keeps you coming back daily while also giving the phone function a use beyond trainer rematches.

RS has suprisingly quite a bit of Pokemon that are well hidden. At least Nosepass is signature mon of first gym leader but it's still a damn rock smash encounter hidden in depths of a cave with quite a few levels.

Nosepass kinda works cause none of the rocks in the cave are actually required to break, so they have no reason to be there if there wasn't an exclusive encounter.
Plus if you're a series veteran Rock Smash was primarily an encounter tool in Gen 2 rather than a field move, so you'll probably be expecting some Pokemon exclusive to it already.

Interestingly enough, the source code leak from 2020 indicates that Chimecho was present in the games nine months before release, much earlier in the index. It's most likely that Game Freak scrapped it a few months away from release only to decide at the last minute to add it back in.

Chimecho is a similar case to Sneasel where it got cut mid way through then added at the absolute last minute. It didn't go through any design changes either judging by its dex entries.
