He should be Poison/Dark. Poison does already convey a villainous personality just fine on its own but Arbok literally uses fear as a weapon. It's whole shtick is using the hood to terrify small creatures and then strike them while they cower. Using fear to gain the upper hand is a very Dark Type thing to do
