Unless you like using Zubat's weak ass Leech Lifes for the vast majority of its low levels, the best option by far is Starly.
Why can't other, nonconventional mons learn fly, like Garchomp the Mach Pokemon, or Gliscor the flying scorpion, or Yanmega the fucking massive bug/flying dragonfly?
