What point are you making here? Johto is Poke-Japan but far more traditional. Niggers aren't common in traditional parts of Japan now and certainly weren't during gen 2. At most you'd have tourists but actual population-wide they're a minuscule minority

My "technology is incredible" guy in Pallet Town is black. Every single person in the first mart is black and everyone except 1 npc in the 1st poke center is black and one is like a weird dark grey. That's why I assumed it was random because I was thinking he probably didn't manually make 99% of the npcs I've seen so far black. The mart seller npc looks brown which seems more racist than anything if it was on purpose because it's a stereotype for Indians to work in convenient stores like that and he looks Indian now.
