>>554411048 HMs isn't great but Fly and Surf are moves you're probably already gonna want your Pokemon to know and you don't really need Defog other than for the Great Marsh anyway, at which point you just bring a Pokemon that knows it whenever you want to go there.
Everything else is totally manage-able, I'd rather have a Toxicroak with 3 good moves and an HM than a Toxicroak with 4 good moves and a totally useless Pokemon taking up a slot in my party.
Apply that logic to every "useless" HM and you can make a perfectly fine team.
