I kind of did. I made a hack of HGSS that incorporates many of these ideas, including the extra Eusine battles, but some of these teams are new, and obviously the Lyra and Valerie battles aren't included.

I admire the effort of not just reusing the HGSS rematch rosters but I think if you're getting to the point where you're removing parts of Blue's starter replacement trio then you've lost the plot a bit.
Also why not give him Blastoise if you're going to pretend Charizard is Red's starter?
