Movies ain't cheap and was mainly used as a vehicle to promote the games and the Pokemon there, pretty sure at one point if you had a Gameboy or DS in the theater you could possibly get a super special Pokemon from the movie.

But merch that they can slap the Pokemon brand on and produce en mass is cheap and profitable.
