Special Attack EVs for using special attacks
Defense EVs for taking physical damage

HP EVs for... using healing moves? Getting buffeted by sand/hail?
And Idk about Speed.
But for the purpose of the campaign, if you view pokemon as trying to be an RPG, something like this would surely make a whole lot more sense than how it currently works.
