Depending on where and when they were born, they wouldn't recognize the local police as people who could help them, if they even realize they're in danger to begin with. For example, do you think someone from the Gupta period would recognize Swedish police as someone who could help them or vice versa? I THINK NOT! Speaking of being from that period, you're farther away from home than you could imagine in a region with skin tones you'd never see and they're speaking a language you'd never hear while chest deep in snow when you'd probably never even see frost on your house otherwise.
And to top it off, your own language has long evolved into unrecognizable gibberish to your ears and you struggle to adjust to your new environment. And that's if you're even speaking the right language to begin with. Some people have suffered head injuries and woke up speaking French when they never spoke a lick of it, so don't be surprised if you find someone who is clearly from the French Revolution era and they wake up speaking pristine Punjabi.
Now onto the amnesia aspect...I firmly believe that falling is EXTREMELY traumatic, putting being assaulted in every which way to shame.
That being said, being assaulted would be traumatic itself, right?

Exactly. The effects of pre-existing trauma would still be there, or if a faller had been through martial arts training of any sort they would still be able to use them, like riding a bike. But no reasonable person would exploit trauma like that. Unless something else started the trickle before the dam bursts.
