Those pretty much serve as a stat boosting move. Useful for mons that don't have those in their current moveset. I used them a few times.

The games deceptively make you think these are trash because the only NPCs that use them are Scientists who have shitmons that get one-shotted.
For more than a decade I thought they were vendor trash until I used an X Attack on my Teddiursa and wiped the floor with Whitney's Miltank on my last playthrough of Crystal.
