Hisui has a different set up and progression from Sinnoh’s. A Legends Johto could exclude KANTOOOOOOOO and be an opportunity to expand Johto to be a region that’s actually worth something instead of a shitty pathetic backyard that only exists as a doormat for KANTOOOOOOOO.
