Only after Pokemania exploded outside of Japan the image was haphazardly changed to be more kids friendly... but some "classic" elements stayed because nobody was an absolutely degenerate to think that tummy of cartoon character can be fetish and when they finally realized it, it was well recognizable design that was too ingrained in image of the franchise.
