Because ORAS came out a year after XY and they still wanted to take advantage of the Megas. DP came out almost 10 years after XY, there was no reason to put in a Gen 6 gimmick.

Megas are forced to not be fully abandoned because Kalos's lore and identity as a region is literally based on it. So they have no choice. Without Megan's Kalos has 0 reason to exist. It'll just stay sidelined until Kalos is revisited and then will be removed again.

It's not really only Unova and Johto, but it's definitely not Kalos. They've attacked Unova, attacked and shilled johto, attacked Alola, attacked Sinnoh sometimes.
They'll do anything that makes Kalos look good or even just makes them look like something other than the weak attempt at trolling that they are. Reducing it to saying they only attack Unova and Johto helps them more than it stops them.
