PLA was slog and boring when it came to most of the quests. And no PvP, too. The story was great, though.

PLA had an in-game lore excuse to be (subjectively) empty compared to other games. This one takes place in a massive modern, urban setting. I wouldn't assume it'll lack all the same features that Arceus did until we get more information.

It'll lack features, that doesn't mean it'll lack all the exact same features as a previous title. Especially one it's building off of. Sure, it might, but that's a real stretch of the imagination.
