If it's set in the past what is the ingame reason of why Lumiose City looks so reduced in XY (apart from the real world reason of being on 3ds)?

Gameplay abstraction for player convenience. Lumiose City is supposed to be a large city in the lore, but the gameplay don't reflect that
Because Legends ZA takes place exclusively within Lumiose City, it will be depicted in its full canonical size, or at least close to it

That's because the in-game environment is always an abstraction based on the perspective of the trainer. For example, Pallet Town doesn't really have two houses and a Laboratory.

How many pokemon games in a row need to take after real world inspirations before it gets through your skull of how this game will be?
