They went over this in Pocket Monsters Encyclopedia. It's a work of fiction in universe.
>The short story mentioned in Kadabra's entry, "The Metamorphosis", is an overt reference to Franz Kafka's "The Metamorphosis", in which a man wakes up one morning, only to realize that he's turned into a giant insect. Here, the little boy's story is presented as being fiction, whereas the in-game Pokédex entries tell it as if it really happened.
The Pokédex entry in game was probably just shortened due to character limit.

It would have raised massive ethical problems and forced Big Poke Ball to spend countless yen on mass recalling and mass reprogramming ALL of their balls in order to detect potential human DNA to prevent someone from capturing and containing a human-turned-Pokemon.
Bill, having major stakes in Big Poke Ball's success due to his storage system being vital to how they operate, obviously wouldn't want to step on any toes with this.

Did nobody play Sun and Moon? I mean, I get why you wouldn't want to, it has a ton of problems and USUM is just better in every way. But the end of the game literally has Lillie going to Kanto to cure her mother based on what she heard about what happened to Bill. Like, I understand if you fell asleep during the way too many cutscenes between beating the league and the credits, but still.

If it was created for the work of fiction, that is a strange way to describe it. Seems more likely there were existing myths about humans with strange abilities becoming Kadabra and then that was adapted into the short story.
