I think the ghost girl was a literal mistake, an unfinished idea they were supposed to take out of the game but totally forgot about. They're going to pretend it never happened.

a game set in Lumiose not exploring it in any way would be absolutely braindead. I don't think even gamefreak would be dumb enough to waste such an opportunity

Why do you all want an explanation for this so bad? I think it works way better as an inexplicable one-off thing. The bridge girl from BW getting a whole backstory was cool I guess but not everything needs to be like that.

But it'll probably be in the form of a random NPC girl who's always standing in the same spot and just says random NPC bullshit, then near the end of the game gets a random line of dialog about how she's always standing there because she's waiting for someone and she'll keep waiting as long as it takes.

No explanation who she's waiting for or why. Just the implication that she becomes the ghost.
